Cultural Policy in Towns Strasbourg: Council of Europe, 1976) reported a Council of Europe study of ‘cultural policy’ in 14 European towns. One of them was Exeter, and Stephen Mennell became involved as co-ordinator more because he was then a city councillor than because he was a professional sociologist. At the time, the expression ‘cultural policy’ was unknown in Britain, and the British government viewed it with suspicion; it had to be explained that it referred to ‘arts, leisure and amenities’ provided by local authorities.

The book was also published in French, German, Dutch, Spanish, Finnish and Serbo-Croat.
